It is believed to be of primary importance at
this stage both of the development of a new
Colonial policy and of the emergency of modern institutions in China that adequate provision should be made for the study of living institutions against a background of political and economic theory, and of sound history. A sub-Committee was
appointed to consider this matter in more detail and to take counsel with English scholars in this field.

sultation with Professor Ginsburg and Professor Marshall of the London School of Economics an outline plan was presented which the Committee still has to consider. This Department should grow into one of the maj r Departments in the Faculty
